Tax codes and existing documents remain valid \u2014 only the address format changed. The district tier of government \u2014 qu\u1eadn and huy\u1ec7n \u2014 was abolished nationwide, replaced by a two-tier system running from city directly to ward. At the same time, Ho Chi Minh City absorbed the entire provinces of B\u00ecnh D\u01b0\u01a1ng and B\u00e0 R\u1ecba \u2013 V\u0169ng T\u00e0u.\r\n\r\nThe city that companies are now searching for an office for rent in Ho Chi Minh City within is not the city that existed eighteen months ago. It is substantially larger, structured differently, and addressed differently.\r\n\r\nMost companies have treated this as a paperwork nuisance. It now contains 168 commune-level units: 113 wards, 54 communes, and one special administrative unit.\r\n\r\nThe city operates from three administrative centres. The main one remains at 86 L\u00ea Th\u00e1nh T\u00f4n.
